Glyn Tomlinson

Glyn Tomlinson is a Senior Reviewer for CPM Reviews. While his background spans both public and private sector management, he has over thirty years of experience in the commonwealth public sector, across a range of large and small agencies. During this time Glyn specialised in management reviews and reform. Prior to joining CPM Reviews, Glyn managed Immigration Border Security Queensland and oversaw character assessment of all visa applicants.
Glyn managed AOK Systems Development an IT network and software business providing consultancy services to APS agencies for over twelve years.
Glyn's wide-ranging experience crosses corporate, program policy development, program management, service delivery, and executive functional areas.
Over June-July 2010, Glyn developed the "Interim Human Capital Priority Plan" focusing APS activity to support the Blueprint for the Reform of Australian Government Administration "Ahead of the Game" on behalf of the APSC.
Glyn was a key member of an interdepartmental taskforce that tabled a major review on Commonwealth Cash Management. Glyn has also managed several reviews including mail-house usage; management of ministerial correspondence; National Office functions and resources; and the provision of corporate services. Glyn led major reform in the national contracting of medical assessment services within the Human Services, Disability Support Program. He has a strong HR background as National Manager People Management, Centrelink, where played a leading role in functional and resource reviews, including a national review of HR. He has presented at national conference forums on these issues.
Glyn implemented the Centrelink national learning strategy "Learning – Answering Business Needs", which incorporated the establishment of the Centrelink College – overarching an accredited learning framework, and the introduction of the Centrelink Education Network – an interactive digital television distance learning facility. He oversaw the establishment of the national bulk recruitment process that achieved consistent quality outcomes from national recruitment campaigns.
Glyn introduced the Centrelink Capability Index a measurement tool that aligned HR data with business productivity. The index guided managers in managing their staffing resources with a focus on business performance. Glyn completed considerable work on understanding and measuring organisational culture where he was directly involved in establishing sustainable high performance within an ethical, committed and happy working environment. As part of Glyn's HR management responsibilities he oversaw reviews of action investigations. He applied his extensive experience to the application of the APS Values and Code of Conduct in operational settings by successfully implementing cultural change initiatives focused on the clarification of managerial/leadership responsibilities establishing expectations of ethical behaviours in supporting staff.
Glyn has served over five years in the Middle East and USA, and in Japan as a consultant. Glyn has graduate qualifications in Psychology, Australian National University and post-graduate qualifications in Business Administration, University of Canberra.
