Gail Kinnane

Gail Kinnane has had a career of over thirty years in the APS and has experience of working in several Commonwealth agencies, spending the last six years with the Australian Public Service Commission at the Executive level.

Gail's areas of professional expertise include public sector ethics, accountability and reviews of employment action, the APS Values, the APS Code of Conduct and the Public Service Act. Gail has experience in service delivery, program management, change management, investigation and reviews, business improvement, HR and facilitation of leadership, learning and development, particularly around improving workplace culture.

Gail has a strong public sector background, having worked in a various agencies and across a wide range of functions. She commenced employment with the Department of Defence and then worked in the then Department of Social Security until 1997, followed by Centrelink until 2004 and most recently the Australian Public Service Commission (APSC) until 2010. One of her primary responsibilities in the APSC was managing and conducting reviews of employment related actions, including Code of Conduct investigations for the Merit Protection Commissioner.

At the Australian Public Service Commission, Gail worked extensively with APS agencies to build professional, values-based workplaces. She provided high level HR support, facilitating a range of employment related services and also leadership, learning and development programs; including on Administrative Investigations in the APS, Promoting Values and Code of Conduct, and Building Harassment Free workplaces.

During this period Gail also provided guidance on APS employment conditions and policy, particularly in areas of fair review of employment decisions and actions, ethical standards and merit-based employment decisions, addressing performance and behavioural related matters to maintain ethical workplaces. She also conducted employment related reviews of action, including Code of Conduct.

Gail received an Australia Day Achievement Award in 1999. She has a Graduate Certificate in Management from Flinders University; is a qualified workplace assessor and trainer; an accredited facilitator of the Myers Briggs Type indicator (MBTI) and a qualified coach.
