Boris Budak

Boris Budak is a Senior Reviewer with CPM Reviews, a specialist arm of the Centre for Public Management (CPM). CPM Reviews undertakes ethical and professional reviews of employment decisions and actions and provides a range of related services for public sector agencies.
As a reviewer and consultant, Boris has specialised in assisting agencies with undertaking investigations into complaints and allegations of misconduct, including whistleblowing reports; reviewing agency procedures; and advising on corporate governance requirements. Boris' clients have included the Future Fund Management Agency, Australian Securities and Investments Commission, Australian Crime Commission, Customs and Border Protection Service, Department of Health and Ageing, Australian Quarantine and Inspection Service, and Aboriginal Hostels Limited.
Before joining CPM Reviews in 2008, Boris worked in a number of Australian Public Service (APS) agencies, including the Australian National Audit Office, Department of Defence, Department of Social Security, Attorney-General's Department, Merit Protection and Review Agency and, finally, the Australian Public Service Commission. His experience in APS agencies included review of administrative decisions (including chairing disciplinary appeal hearings); providing legal advice; legal drafting; writing several papers on administrative law; and auditing and investigations.
In the Australian Public Service Commission, Boris worked in a number of roles, including as Group Manager responsible for managing the Commission's regional offices in New South Wales, Queensland and the ACT, and as adviser to and a delegate of the Merit Protection Commissioner (the statutory officer responsible for administrative review of employment-related decisions in the Australian Public Service, in effect the "APS Ombudsman"). During that time, Boris conducted or supervised investigations into and reviews of alleged breaches of the APS Code of Conduct and made appropriate recommendations to the relevant agency heads; undertook investigations into whistleblowing reports by or against SES employees and agency heads; and, on a number of occasions, acted as Merit Protection Commissioner.
Originally trained as an accountant (CPA), Boris has an LLB degree with Second Class Honours from the Australian National University (1987); LEADR mediation certificate (1995); and a graduate certificate in dispute resolution from the University of Technology, Sydney (1997). He was admitted as barrister of the Supreme Court of New South Wales in 1988.
Boris was awarded the Australia Day Medallion in 1997 and the Centenary of Public Service Award in 2001.
